DHAKA, October 24, 2026 — Bangladesh will need an estimated US$116.18 billion to implement its updated Nationally Determined Contribution (NDC 3.0) for 2026–2035, including $90.23 billion in international support, a national dialogue was told on Saturday.

The figures were presented at a dialogue titled “People-Led Policy: Bangladesh Position at COP31” at the CIRDAP auditorium in Dhaka, organised by a coalition of 33 national and international organisations ahead of the UN climate conference in Antalya, Türkiye.

NDC 3.0 targets a 20.31% reduction in greenhouse gas emissions by 2035, equivalent to 84.97 million tonnes of carbon dioxide equivalent. Meanwhile, Bangladesh’s National Adaptation Plan for 2023–2050 identifies 113 initiatives requiring around $230 billion.

Participants stressed the need for grant-based climate finance, industrial emission reductions, improved waste management and a just energy transition that protects workers. They also called for stronger coordination among the government, civil society, youth and private sector to present a unified position at COP31.

Farah Kabir, country director of ActionAid Bangladesh, said the country bears a disproportionate burden of climate change and must work collectively to secure grants rather than loans.

Mirza Shawkat Ali, director for climate change and international conventions at the Department of Environment, emphasised the importance of credible evidence and specific plans to strengthen Bangladesh’s negotiating position.

Youth representatives presented six demands covering climate finance, education, employment, gender justice and meaningful participation in policymaking. The dialogue also called for adequate funding for climate-displaced people, safe housing, urban heat mitigation and waste management, with particular attention to women, persons with disabilities and marginalised communities.
