Russia’s State Corporation Rosatom has reached an agreement with Indonesian company PT Pembangkit Listrik Nuklir to supply electricity generated by small modular reactors (SMRs) through floating nuclear power units.

Signed on the sidelines of Russian Energy Week in Moscow on October 16, 2026, the agreement envisages deploying two FPU-100 floating power units with a combined capacity of 200 MW to supply electricity to northern Halmahera Island. The units will use RITM-series reactor technology, known for its operational experience aboard nuclear-powered icebreakers. Electricity supplies are expected to begin within five years after the key terms of the electricity supply contract take effect.

Rosatom Director General Alexey Likhachev described the agreement as the world's first export agreement for electricity supply from a floating nuclear power unit, highlighting the potential of private-sector investment to accelerate nuclear infrastructure development.

Yudi Utomo Imardjoko, Director of PT Pembangkit Listrik Nuklir, said the project would be implemented entirely through business-to-business investment, without relying on Indonesia's state budget.

Small modular reactors are gaining global attention as a flexible, low-carbon option for meeting electricity demand. While approximately 80 SMR projects are at the design stage worldwide, Rosatom has already established operational experience in floating nuclear power. Its Akademik Lomonosov, equipped with two KLT-40S reactors, has been operating in Russia's Chukotka region since 2020.

Rosatom is also constructing an export-oriented small nuclear power plant in Uzbekistan using RITM-200N reactors and developing FPU-106 floating units equipped with RITM-200S reactors for an industrial cluster in Russia's Chukotka region.

Indonesia included nuclear power in its national energy plan in 2025 as part of its long-term energy security strategy and ambition to achieve carbon neutrality by 2060.
