15th October 2026

YEREVAN, Armenia, October 15, 2026: UN Secretary-General António Guterres has launched the first global State of Biodiversity Action report, assessing worldwide progress towards implementing the Kunming-Montreal Global Biodiversity Framework (KMGBF).

Launched ahead of the 17th Conference of the Parties to the Convention on Biological Diversity (COP17), the report reviews collective progress towards the framework’s four long-term goals and 23 targets for 2030. It highlights progress in national commitments but warns that current efforts remain insufficient to halt and reverse biodiversity loss.

Nearly 90% of countries have established national biodiversity targets, and more than 140 countries have submitted national reports. However, progress remains uneven, with significant gaps between commitments and implementation.

Guterres called for stronger financing for nature conservation, the removal of harmful subsidies and incentives, and the integration of biodiversity protection into government policies, budgets and economic decisions. He also stressed the need for international cooperation and greater support for developing countries.

The report is expected to inform the first global review of collective progress under the KMGBF at COP17, scheduled for October 19–30 in Yerevan, Armenia. The review will help identify gaps and priorities for accelerating action towards the 2030 biodiversity targets.
