Dhaka, September 2, 2026: The Bangladesh government has formed a 25-member National Committee on Climate Finance (NCCF) to bring climate finance, carbon credits and carbon trading activities under a coordinated national framework. 

Under a notification issued by the Ministry of Environment, Forest and Climate Change on September 1, Prime Minister Tarique Rahman will chair the committee, while Environment Minister Abdul Awal Mintoo will serve as vice-chair. Prime Minister’s Special Assistant for Environment, Forest and Climate Change Dr Md Saimum Parvez has been appointed coordinator, while the ministry secretary will serve as member-secretary.

 

The committee includes State Minister for Environment, Forest and Climate Change Sheikh Faridul Islam, the Prime Minister’s Special Assistant for Health Dr SM Ziauddin Haider, and Adviser Mahdi Amin, who oversees education, primary and mass education, expatriates’ welfare and overseas employment, and labour and employment.

 

The Prime Minister’s Principal Secretary and secretaries of several key ministries and divisions, including foreign affairs, finance, disaster management, land, power, energy, industries, commerce, agriculture, water resources, transport and shipping, are also members.

 

National Climate Finance Framework

The high-level committee, under the direct leadership of the Prime Minister, will establish Bangladesh’s national vision, targets and strategic priorities for climate finance and carbon credits. It will also provide overall policy guidance on climate finance and carbon market activities.

 

In line with Bangladesh’s international commitments, including Article 6 of the Paris Agreement, the committee will advise on the formulation, approval and implementation of the national carbon credit and climate finance framework.

 

It will provide policy direction for carbon trading and oversee the activities of Bangladesh’s designated national authority responsible for implementing Article 6.

 

Mobilizing Climate Finance

The committee will finalise policies, strategies and guidelines on climate finance and recommend necessary reforms to existing frameworks. It will also coordinate engagement with bilateral and multilateral climate funds and international development partners, formulate strategies to mobilise climate finance, and monitor and evaluate related programmes and projects.

 

It will oversee implementation and technical committees on climate finance, review their reports and provide necessary guidance. The committee will also resolve inter-ministerial policy issues related to climate finance.

 

According to the notification, the committee will meet at least twice a year, although additional meetings can be convened when necessary. It may also co-opt new members if required.

 

The committee became effective immediately following the issuance of the government notification.
