BONN, June 15, 2026 — The Paris Committee on Capacity-building (PCCB) is marking its 10th anniversary, highlighting a decade of work to strengthen countries’ ability to implement climate commitments through skills development, institutional support and international cooperation.
Established at COP21 in 2015, the PCCB was created under the UN climate process to address capacity gaps in developing countries and improve coordination across climate-related support mechanisms.
Over the past decade, the committee has evolved into a key global platform bringing together governments, UN agencies, financial institutions, civil society, Indigenous Peoples, youth and technical experts to share knowledge and strengthen climate action.
Officials say the PCCB has delivered major initiatives, including the PCCB Network connecting global experts, the annual Capacity-building Hub at UN climate conferences, and improved coordination among UNFCCC bodies working on capacity development.
The committee has also produced toolkits, technical reports and guidance materials to support countries in areas such as adaptation planning, climate finance access and institutional strengthening.
Currently, the PCCB is focused on helping developing countries turn climate plans into investment-ready projects under its 2025–2026 theme on “capacity-building for holistic investment strategies and implementation of NDCs and NAPs.”
Experts say the emphasis has shifted from planning to implementation, with growing demand for support in accessing finance, developing bankable projects and strengthening institutions.
The committee’s work is also linked to the Durban Forum on Capacity-building, which this year examined how developing countries can better access climate finance and translate national plans into funded action.
As it enters its second decade, the PCCB says its core mission remains unchanged: ensuring countries have the capacity needed to deliver effective and ambitious climate action.
