The Bangladesh Petroleum Corporation (BPC) has begun the process of hiring an international project management consultant to supervise the construction of the Eastern Refinery Limited (ERL-2) expansion project in Chattogram, aimed at reducing reliance on imported refined petroleum products.
The state-owned corporation has invited global consulting firms through an Expression of Interest to oversee engineering, procurement, and construction works for the refinery’s major upgrade at North Patenga.
The project is planned to modernize and expand the existing refinery, increasing its crude processing capacity from around 15 lakh tonnes to about 45 lakh tonnes per year.
The expansion project, fully financed by BPC, is scheduled for implementation between December 2026 and November 2030.
According to officials, the appointed consultant will manage technical and managerial oversight, including tender preparation, contractor evaluation, and coordination of engineering design updates to ensure smooth execution of the multibillion-dollar project.
Eligible firms must have long-term experience in oil and gas consultancy, including involvement in multiple refinery projects of significant capacity, with international execution experience required.
