Senior Secretary Md. Mahbub Hossain will join on Sunday as Senior Secretary of Energy Division (EMRD) under the Ministry of Power, Energy and Mineral Resources (MPEMR).
He will replace Senior Secretary Anisur Rahman who went on PRL.
Mahbub Hossain after promotion as secretary on 31 December 2019 was serving as a Secretary of Secondary and Higher Education under the Ministry of Education.
Ministry of Establishment assigned him as the Energy Secretary in the third week of December 2021 and subsequently on 28 December promoted him as Senior Secretary.
Md. Mahbub Hossain as member of BCS (admin) cadre officer of 8th batch joined government service on 20 December 1989.
During his 32 years of long career, he gained valuable knowledge and experience of government policy, law, strategies, development planning, project formulation, implementation strategy, evaluation and monitoring, working as assistant secretary, senior assistant secretary, deputy secretary, joint secretary and additional secretary in the ministry of Commerce, Science and Technology, Planning Commission, Prime Ministers Office, Health & Family Planning and Local Government.
He has also worked as personal secretary (PS) of Secretary, PS of State Minister of Planning, Trainer of National Planning and Development Academy, Deputy Chief (Gender) Health Economy Unit, Secretary Dhaka City Corporation (South) and Director (Development and Planning) Bangladesh Climate Change Trust.
Mahbub Hossain participated in the Meeting of High Level Panel on Water at UN in 2016 under the leadership of Prime Minister of Bangladesh.
He also attended Water Conference, 2016 at Budapest Hungary and One Planet Summit 2017 at Paris.
During his chequred career, he represented Bangladesh in bilateral negotiations on trade and commerce with some countries, COP Climate Change Conferences at Warsaw Poland in 2013 and Lima Peru 2014.
As the head of Task Force, he played a key role in inter ministerial committees for various works like water and sanitation system development.
Waste management, modernization, Urban facilities development, Road excavation policy development, Municipal Corporation Woks Operation Management etc during his tenure of work in local government.
Mahbub Hossain passed SSC from Residential Model College Barisal (Now Barisal Cadet College) in 1979. He passed HSC from BM College in 1981. He did his BSC (Honors) in 1984 and MSC in Sociology in 1985 in Sociology from Dhaka University. After joining the service, he did MBA from University of North London UK and MA in Gender and Development from Melbourne University, Australia.
He also completed certificate course on Climate Change and Leadership from Griffith University Australia. He also had training on health economics in Dhaka University. He had extensive exposure at home and abroad on planning, development, and management and gender issues.
He is currently Vice President of Dhaka University Sociology Alumni Association. He played a significant role in the creation of Australia Alumni Association Bangladesh as member secretary of Adhoc Committee. Apart from being actively associated with Alumni association and social organization, he is involved in art and literary activities (short stories and poetry).
He hails from Patarchar of Muladi, Barisal. His father was Late Abdul Hakim Khan and mother Begum Meherunnesa. His wife is Dina Huq. He has two sons.
